KB 896688 causing problem with html based apps

I noticed after installing KB 896688 update that the html portion of
the SERVICES window and other items like MSINFO32 no longer work. I
have uninstalled the update until I find a way to resolve these
problems. I do not have the error code available but will post soon.

I also noticed many other XP users are having problems with this as
well.

Try this fix:
