KB 896688 update causing problems

I noticed after installing KB 896688 update that the html portion of
the SERVICES window and other items like MSINFO32 no longer work. I
have uninstalled the update intil I find a way to resolve these
problems.

I also noticed many other XP users are having problems with this as
well.
