I searched, but cannot find any explanation for this. Its on a clean build of
xpe (not sp2) I have included legacy support etc but for some reason no dos
program will run on it, not even "cmd".

Any ideas? Google does not help much either as a lot of hits are about a
working system that got broken by another app.

Not much info you provided. So I will guess.

Do you have "Dos Windows on Windows Support" component in your image?
