I am trying to install a printer on an XP workstation, using tcp/ip but the
local printer install option is greyed out. i am logged in as a user. I have
setup a group policy on active directory but have not changed any of the
options that relate to printers. Anyone know why?

You need to have administer power, rights to add the printer. Try
logging in as the administer if you can and give yourself admin
rights.
