A while back I installed this terrible program that ended up disabling the
welcome screen and fast switching in XP... upon uninstalling the program, I
still could not change my login/logoff settings. I keep getting this message.
I just want it to be back to normal.

I know it has something to do with msgina.dll but I am very scared to change

Error message "A recently installed program has disabled the Welcome screen and Fast User Switching" while turning on the Welcome Screen:
