I am running XP Home SP2 and have 2 user accounts but a limited user account
is too restricted for my brother's use is there any way to create an admin
account and deny the privilege to install programmes?

Please describe what you mean by too restricted. It might be easier to fix
what is restricted than to do what you are attempting.
