Media Center touts its ability to pause, rewind, fast forward, and record TV,
but makes no mention of any kind of commercial skip feature. Does Media
Center have automatic commercial skip capability?

Also, where does Media Center store recorded TV, My Pictures, and My Videos?
Is it possible to store/redirect these locations to individual partitions?

Phantom,

Media Center does not have a commercial skip facility. As far as I am aware
you can store anything except recorded tv wherever you like, across a network
etc,
however media center will only allow you to record TV to an internal hard
drive which could include partitions.

Closest I have found to a "skip commercial" is using the button on the
remote that has this on it ">|" I think it is the jump forward button button
not sure of its name proper. Anyhow pushing this button during a recording
playback will advance 30 seconds at a time , pusing the "|<" will rewind
about 7 seconds
