Runas with the "protect my computer" option opens restricted |

Hi,
Our users are Power Users who have restrictions to apps and cpl's but when
you use runas with the "protect my computer" option all restricted apps (like
regedit) can be opened. When it is unchecked you get the normal restriction
message.
I know it doesn't use these priveleges with the "protect" option checked but
what does it use then? Anyone a suggestion why this is and/or how this is
solved?
