Dell Dimension 4700 XP PC with Windows Media Center:
When we enter a tv channel with 3 digits the IR Receiver recognizes
only the numbers when they are unalike (for example, 269). If there are
any double or triple digits, the IR Receiver recognizes only one of the
multiple digits (331 becomes 31 and 333 becomes 3). How can we correct
this problem so it will read all of the multiple digits?
The set box remote is able to enter all the channels without any
problems. We have a DirecTV Philips set box (installed in 2004)

I'm having the same problem. I am using a wintv pvr150, and a directv phillips set box. I tried changing the speed that the signal is tramsmitted, but no improvement. I downloaded the latest software for the ir blaster, as well as the drivers for the pvr150. I found a suggestion from microsoft, and changed the settings for the channel entry to require "ok" or enter after channel changing, and that didn't help either
