Does anybody know if there is a way to change the volume for individual
tracks on a playlist? Example: track one will play at half volume, track
two would play at full volume, track three would play almost muted.

If this isn't a part of WMP, can it be added on, or is there another program
that could do this?

Musicmatch Jukebox has a volume leveling feature. I use Roxio for burning
and that also has this feature. I don't know if WMP has it for I do not use
it.
Any readers that use WMP could answer your question here. :~)

Actually, I'm not looking for volume leveling (playing all tracks at the
same volume). I am looking for a way to play different tracks at different
volumes that I specify.

Thanks for your comment, though.

One more comment, have you tried a Google search for Sound Synthesizers?

iTunes has that feature.
