Was it SP1 or SP2 configuration?
You should also add "Application Compatibility Core" Component (there was a hotfix for this component, btw).
Also, some changes were made in SP2 for the app.compatibility.

E.g., you can try the application on XPProEmulation to see if they would work on XPe (although, if you get them running on XP Pro
that should be enough).
