I included the "Dos Windows on Windows support" but the runtime image fails
with the following error when I run mem.exe or debug.exe:

ntvdm.exe Application Error:
The instruction at "0x0f012d14" referenced memory at "0x000c2975". the
memory could not be "read"

Has anyone else had problems running 16 applications? Is there a component
that needs to be installed but is not listed as a dependency?

SilentCode,

Was it SP1 or SP2 configuration?
You should also add "Application Compatibility Core" Component (there was a hotfix for this component, btw).
Also, some changes were made in SP2 for the app.compatibility.

Also, see various suggestions from old threads:

E.g., you can try the application on XPProEmulation to see if they would work on XPe (although, if you get them running on XP Pro
that should be enough).
