In Win 95 and 98, you could modify the "All Programs" listing and group many
programs into fewer items. I cannot figure out how to do that with XP. It
seems as though you can drag and drop items, but it only changes their
positions and does not group them. Thanks for the help.

Right click the Start button and select Explore and/or Explore All Users.

Right-click the Start button and choose "Explore All Users". Now you can
make folders, move, organize - all the way you want.
