Install XP on newly formatted HDD

I have formatted my HDD using the following command
A:\format c: /s. (The system stiffy disk was created from Windows 98.)

What command do I run or how do I enable it now to see the CD-ROM drive to
enable me to install Windows XP?

It does not boot up from the Windows XP Professional CD.

It does not boot up from the Windows XP Professional CD.

Why does your PC not boot from the CD ?
Have you set it as your first boot device in your BIOS (see your BIOS or
motherboard manual for how to do this)
When you try and boot from CD do you see the message to Press a key to boot
from CD - it is only on screen for a few seconds
Are you using a real original Windows XP CD

Most modern PCs that meet the specification to run Windows XP are capable of
booting from CD.
