Everytime I click on a link to open a window, the window opens small. I
would like to set the default to open maximized. I can't seem to find any
settings to change this. Is there something hidden somewhere or can this not
even be changed.

Open one and only one Internet Explorer window. Then use the mouse to drag the borders so that its "almost" maximized. Then use File, Close. This setting will be saved.

As a result of operability testing early in the development of IE it was
determined that users tended to get too many IE sessions open simultaneously
if secondary sessions were opened maximized. Thus there is no setting to do
what you want.

As a workaround, follow Doug's instructions for stretching a window so it
approximates maximized. As one last gotcha, many websites open secondary
sessions in a fixed, small windows, causing you to have to repeat the
resizing of the IE secondary window at times.
