Messnger not working |

When working with my son (Windows XP with Windows Messenger 4.7) in the UK, the voice operation was fine whether I used Windows or MSN Messenger (both on ADSL).
He has now arrived in USA and connected to an ISP via ADSL, we can write msg.s to each other but the voice operation throws up a message "Connecting with Arthur's computer....." then fails to connect with msg "The network or computer you are trying to reach is experiencing a problem. Please try again later." We can transfer photograph files both ways.
However, when he switches to a computer with Windows 98 and MSN Messenger, on the same ISP connection, we can converse.
Is there any obvious cause of this problem?
