How do I access the sign in screen to control the back ground and screen

If you are talking about some customization you wish to do, please take this
question to the windowsxp.customize newsgroup.
If that is not what you wish to do, please clarify your question.

I don't know how to access the screen saver controls for the sign on screen.
Is this something that can usually be done?
I've had my computer for two years and have never used the sign on screen
until recently.

Customize the logon screen wallpaper, screensaver and other settings using Tweak UI:

Are you saying that after a period of idle time the system goes to the
welcome screen? If yes, open Display in Control Panel, go to the Screen
Saver tab, remove the check from "On resume, display Welcome screen, click
apply and ok.
