How can I reprogram Windows to remember user names and passwords on web pages
after I already clicked not to have windows do that task?

You might want to try this:

Go to Start -> Control Panel -> Internet Options.
Click on the Content tab and select AutoComplete.
Put a check mark next to "Prompt me to save Passwords".
