How can I apply a fraction of a second clip length to all the clips on my
story board- or is their a way I can speed up the film? I know it can't be
right to have to laboriously clip every frame to make a stop animation film.

Movie Maker isn't really designed for stop motion animation - it's really
intended to be a home-movies kind of thing.

That said here's a workaround if you want to avoid trimming every still down
to as small as they go, which I agree is a pain if you have tons of them

Once you edit the bits together that you want (say a bunch of jpg photos
from a still camera that takes one every minute of clouds going by) - save
them out as movie, then re-import it as a single clip and drop it on the
storyboard and drop the speed up effect on it as many times as you want.
