This is probably a sound driver problem. The easiest way to trobuleshoot this
is to:

1. Open Add Hardware in Control Panel by clicking Start, click Control
Panel, and then double-clicking Add Hardware.
2. Click Next. Windows will try to detect new Plug and Play devices.
3. Under Installed hardware, choose the device you want to diagnose and fix
(your sound card), and then click Next.
4. Click Finish to open the troubleshooter, and then follow the instructions
on the screen.

If that doesn't work, visit Windows Update to see if there are any updated
drivers:
http://windowsupdate.microsoft.com

Perform a custom install. On the left, click Select Optional Hardware
Updates, and install any sound card drivers that are available. It would be a
good idea to install other updates while you're here, too.

If that fails, you can use the Device Manager to troubleshoot the problem:
1. Click Start, click Run, type DEVMGMT.MSC, and then click OK.
2. Device Manager appears. Your sound card will probably be shown under
Sound, Video And Game Controllers with an exclaimation point. Right-click it,
click Properties,
3. Click the Driver tab.
4. Click the Uninstall button, and follow the prompts. Afterwards, click OK,
and close Device Manager.
5. Reboot Windows XP. Hopefully, it will detect your sound-card and
re-install your driver.

C00D11BA: Cannot play the file
Windows Media Player cannot play the file because there is a problem with
your sound device, such as a sound card or sound controller. You might
encounter this error message for one of the following reasons:
Your sound device is in use by another program. Quit other programs that
might be using your sound device, and then try to play the file again.
Your sound device is not functioning properly. To troubleshoot the problem,
see the "Sound Troubleshooter" topic in Windows Help or refer to your sound
device's documentation.
You do not have a sound device installed on your computer. Install a sound
device, and then try to play the file again.
