CD drive stays running after startup

When I boot my PC the main CD drive light stays on, as if it's trying to read
a cd that is in the drive. If I do not have a cd in the drive the light
stays on the whole time my PC is turned on. If I put a cd in the drive or
just open and close the drive door, the light goes out and I assume the drive
stops.

How can I find out what is needed to access the cd drive and how can I stop
it?
