Tony,
Try to delete "%SystemRoot%\system32\nusrmgr.cpl" value of [HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Control Panel\Extended
Properties\{305CA226-D286-468e-B848-2B2E8E697B74} 2] key at run time.
This key contains all the registred Control Panel categories.
If it works, you can create a reg file that will delete the value during FBA.

I do not want users of my embedded image to be able to
change user accounts. I have not included the "Users
Control Panel" component, however, when I open the Control
panel in Category View the "User Accounts" link is visible
(but does not work). If I switch to Classic View there is
no "User Accounts" link (as it should be with
no "NUSRMGR.CPL" installed).
