You might want to try this question on the windowsxp.network_web,
windowsxp.configuration_manage and the microsoft.public.outlook newsgroups.

I am running training sessions over a corporate LAN and would like to
prevent user access to Outlook 2003. The problem is that I still
require Outlook 2003 to be functional as the program I am training the
users in requires Outlook to be installed, thus I cannot uninstall
Outlook. I've tried looking in the Set Program Access and Defaults,
but the only thing I can prevent access to is Outlook Express.
Is there an easy way to prevent users using Outlook while I am
training that I am missing?
