SP2 turns the XP firewall on by default. If you have your own firewall,
turn of the XP firewall; Control Panel\Firewall. In no case should you run
without a firewall, if you don't have one you should at the very least use
the XP Firewall. My guess would be, you have some other security setting
that might be blocking access, perhaps you have some other security software
installed. Antivirus software sometimes comes with features enabled that
might block access.

If you have your own firewall, check its logs to see what it is blocking as
the clue to what is keeping you from getting to websites is likely contained
there.
