In older versions of Windows, you could edit the System.INI file to change
the "Shell=Explorer.exe" Can you still do that with Windows XP?

Yes, but you need to do it in registry.

The shell to be used is the Shell value under the key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\
