workstation service has not started |

I was making some user changes through the admin tools section of control panel, specifically in computer management, Users section
I was deleting unknown users that had privileges I never gave. But then my system was screwed up after restarting. I had also read the best practises section for users, it stated not to give yourself administrative property but make up another user name and pasword that you use to do administrative things. so I did. Now I cant undo that change as I get an error stating unable to veiw my user profile because workstation service has not started. I can't change any user profile or properties because of the same error message. What is the work station service I've searched to no avail.
