When I hit Start, Turn Off Computer it restarts instead.

Have you tried "System Restore"?

System Restore was about the first thing I tried. No dice.
My video card is a Radeon 9000 and it has always been a chore getting the last driver it needs, ati wdm rage theater video, so on a hunch I disabled it cause I likely don't really need it and the computer shut off several times but is now restarting once again.
It's driving me crazy. What I did before to get it doesn't work now, who knows why?
Have considered buying another video card. My son is out of town but has one the same as mine he's not using. May try it when he gets back in a few days. Just in case mine is no good now. It used to do just fine.

I can feel your pain, it's very frustrating to have such weird problem. Usually I would go:
- Reinstall the system if I have time.
or
- At the moment the system is about to restart (finished shutdown), press the power button. You need to watch it though.

Neither are real solutions, sorry.

Have done both of those. That's how I'm shutting it off now.

That must be a hardware compatible problem. I have no ideas. Crying or Very sad

It will probably take until Sunday for me to try the other Radeon 9000 card my son has. This one worked from about Sept. 2002 until maybe two months ago.
This PC is an Athlon XP 2400 with a Gigabyte 7VAXP MB and 1G of ram.

Problem solved, PC is shutting off now. Video card is OK. It was the WDM Theater Video driver. Everything worked for almost 5 years, then not. Don't know why but was able to finally install the driver I had before which for some reason ceased to install. Now it did and all is OK>
