I have three directories that I cannot delete. When attempted I recevive the message "Cannot delete (name of folder): It is being used by another person or program. Close any programs that might be using the file and try again."
    - The directories are empty
    - The directories are in the localhost IIS Web Root but the default site service has been stopped
    - I am an Administer on my local machine and owner of the directories
    - There are no programs running save Windows Explorer and the usual background services
    - The directory is not shared on the network or in a shared directory

In the past somtimes the directories can be deleted after a restart but not always. I have encountered this problem in just about every Win OS but now I want to know what is going on here and how to overcome this without one or many restarts.

Hi mate

Theres a simple program that can fix this, called MoveOnBoot. It can be downloaded free from http://www.snapfiles.com/get/moveonboot.html.

Basically, you select the thing(s) you want to delete, restart and when you boot back up your file(s) will be gone. It does this by deleting the file(s) before the OS has booted, which gets past the restrictions.
