CPU always at 100% |

Hello
i ve been having this problem with my winxp HE (inspiron 8200 512kb and 18GB free space).. everytime i start the computer it runs so slow and just about any application would freeze (CPU at 100%), though i have no start up programs except for Norton.. even if it had been on for hours, the cpu is always at 100% (in Task Manager, Explorer.exe and svchost.exe being the highest), except when i put it on standby and turn on again, the cp goes down to 1% and every thing runs as normal.. I tried running in safe mode, did a full system scan, even I did a full format and reinstallation about few weeks ago and still the same problem..
Not sure if its a video card or display problem with Directx (though I checked it thru dxdiag and nothing was wrong) , some misconfiguration, or a hardware problem
Any help is greatly appreciated
