once you start windows xp you get the page with the icon to click to log on.
This does not work, we have to control-alt-delete to log in. Why is this
happening.

Open the Help and Support Center and read the article entitled: To turn the
Welcome screen on or off.

If you are referring to a computer you use at work: Your system
administrator can disable the Welcome screen. This is a security measure.
