IP Address works.. URL's dont work

When I first turn on my computer, IE wont work with URL addresses... ie
www.name.com or anything like it. I can go into ipconfig and it will not
ping any url. If I select an ip address like 68.142.226.38 I can go to
that web page...or ping it in ipconfig. Once I have pinged a valid IP or
have gone to an address via its IP number.. IE will work fine until I turn
off the computer.

I have tried repairing my winsock and no improvement. To get my internet
access to work.. just needs a IP address first before letting me use URL..
Have tried working with my ISP IT personal and they cannot figure out this
problem either.

It appearts to be problem with the DNS server address that is being used to
prior to your using an IP address to get to a Website.

Check yoyur DNS server settings within your Internet config, as that appears
to be where the problem lies. DNS is what resolves the names to an IP
address, so it is possible that A) your settings for DNS are incorrect or B)
your Internet provider's DNS server is temporarily down.
