I've got an external drive in a Bytecc enclosure. I connect it to my IBM
Thinkpad using USB 2.0 -- or at least I used to. Now, about 70% of the time,
when I connect it Windows tells me the drive could perform faster if I plug
it into a USB 2.0 port. I only have USB 2.0 ports!

How can I (a) confirm that it's really running at 1.1 speeds, and (b) figure
out whether it's the enclosure or my laptop that's causing the problem?

Check in Device Manager and see if you have a USB 2 controller. It should
list an "enhanced" controller in the USB section. If you do not, then you
need to check if the Thinkpad has the USB 2 hardware in it. Also check to
see if Service Pack 1(or 2) is installed. The USB 2 drivers were delivered
in SP1.

If you still can not get the USB 2 portrs to work then:

1) Disconnect all USB devices
2) In Device Manager, "uninstall" every entry in USB section
3) Reboot. XP should re-detect the USB controller, ports and hubs.
4) Reconnect your USB devices.

And as a further verification, check on the condition of
the USB cable.

Could be damage to the USB cable, try a new cable.
