SyncToy writes *.*_SyncToyBackup_* files to storagemedia

It seems, that when a backup fails or gets interrupted, SyncToy occasionally
writes (or keeps) *.*_SyncToyBackup_* files to the storagemedia.

These files are named as
<orginal_filename>.<original_file_extension>_SyncToyBackup_<some_kind_of_date_notation>

These files seem not to be automaticly removed.

1. What triggers SyncToy to write these files ?
2. Can I safely remove these files ?
3. Can these files be automaticly removed by SyncToy ?
