What is the process to boot WinPE from a Hard Disk partition other than C
partition.
(i.e. an active partition E) without using Command Console (cmdcons)?

Michael,

This post is a little vague... are you attempting to boot the machine from a
cold state into the Win PE Partition?

First, this may not be the best NG to post winPE questions into, as the
Windows XPE team does not own WinPE, they only use it for purposes of TA and
TAP.exe to deploy XPE... might try something along the lines of
microsoft.public.windowsxp.setup_deployment... not sure if that's the right
one either, but might be worth a shot...

That being said, I have not personally tried to get WinPE to boot from a
HDD. I have yet to run into a scenario where the CDROM won't work, or that I
would need to boot from HDD... The OPK may allow you to setup some fun stuff
to make it work, but no guarantees. :-)
